Biography

Graduated from Odesa I. I. Mechnikov State University in 1972.

Began his professional career in 1973, holding the positions of assistant lecturer and senior lecturer at the Department of Higher Mathematics and Mechanics.

Defended his Candidate of Sciences dissertation in 1983 and his Doctoral dissertation in 1993, and was awarded the academic title of Professor in 1992. He is a Full Member (Academician) of the National Academy of Agrarian Sciences of Ukraine (Department of Scientific Support for Innovative Development).

He has held the positions of Associate Professor of the Department of General Scientific Disciplines; Dean of the Faculty of Agricultural Mechanization; Vice-Rector for Research; and Director of the Research Institute of New Agro-Industrial Facilities and Educational and Information Technologies. Since July 2001, he has served as Rector of Mykolaiv National Agrarian University.

The scientific research of V. S. Shebanin is focused on addressing the challenges of innovation development in agrarian education and the material and resource potential of agriculture. He has made a significant contribution to agrarian science, education, and practice, particularly in the study of the material and resource potential of the agrarian sector of the economy and the causes of the crisis situation during the transition to market relations. The results of his research have been implemented not only in the educational process but have also been widely applied in practical activities.

His current research is aimed at solving the problems of economic and intellectual revival of society, achieved through the creation of special conditions for the comprehensive development of the potential of education, science, and production based on integration, the development of new scientific technologies, and their transfer into real production.

His research interests include the problems and prospects of state regulation of the economy at regional and enterprise levels; the fundamental principles and methods of state economic regulation; methods for the development and implementation of national, regional, and sectoral government programs; and the structure of public administration. In particular, this includes the implementation of the innovation and investment project “Integration of Education, Science, and Production as an Innovative Model of Regional Development.”

On his initiative, two research institutes and one scientific institute have been established and are fully operational, as well as the only Science Park in southern Ukraine, the Science Park “Agroperspektyva” of Mykolaiv National Agrarian University, and the National Innovation Cluster “Soil Fertility.” Under his leadership, the University became a co-founder of the educational and innovation cluster “Agrotekhnika,” which united the efforts of scientists and industry specialists of the company “Lozivski Mashyny” to implement modern, efficient agricultural technologies, produce new generations of Ukrainian machinery comparable to foreign analogues, and enhance the University’s technical capacity.

He is the author and co-author of more than 350 scientific and methodological publications, including 5 patents, 10 monographs, 6 textbooks, 13 study guides, and 9 inventions. Under his supervision, 8 Candidate of Sciences and 2 Doctoral dissertations have been successfully defended.

Professor V. S. Shebanin actively participates in public and civic activities in Ukraine and in international organizations. He is a member of the Department of Scientific Support for Innovative Development of the National Academy of Agrarian Sciences of Ukraine; an Academician of the Academy of Sciences of Higher Education of Ukraine in the Department of Construction and Architecture (since 1998); Head of the Mykolaiv Regional Branch of the Ukrainian Association of Metal Structures (since 1998); a member of the Specialized Academic Council for Doctoral Dissertation Defenses at Mykolaiv National Agrarian University; and a member of the Union of Rectors of Ukraine and the Association of Employees of Agrarian Educational Institutions of Ukraine “Ukragroosvita.” He also serves as Acting Head of the Council of Rectors of Higher Education Institutions of Mykolaiv Region.

His significant professional achievements have been recognized with numerous state awards, including Full Cavalier of the Order of Merit (3rd Class – 2004; 2nd Class – 2008; 1st Class – 2015); Honored Worker of Science and Technology of Ukraine (2000); the Ministry of Agrarian Policy of Ukraine’s Labor Distinction “Badge of Honor” (2004); the badge “Excellence in Agrarian Education and Science” (Classes I–III); and the Honorary Certificate of the Verkhovna Rada of Ukraine “For Outstanding Services to the Ukrainian People” (2007). He was recognized as “Citizen of the Year 2006” in the nomination “Science and Higher Education,” awarded the Honorary Distinction “For Merits to the City of Mykolaiv” (2008), named “Person of the Year of Mykolaiv Region – 2008” in the nomination “Education and Science,” awarded the Honorary Distinction of the Ukrainian Academy of Agrarian Sciences (2014), and the Distinction of the Mykolaiv Regional Council “For Merits to Mykolaiv Region,” 2nd Class (2017). He was also awarded the badge “K. D. Ushynskyi” of the National Academy of Educational Sciences of Ukraine (2018), the medal “For Dignity and Patriotism” of the All-Ukrainian Association “Krayina” (2018), the Honorary Distinction of the Head of the Mykolaiv Regional State Administration “Saint Nicholas the Wonderworker,” 3rd Class (2018), and the Distinction of the Mykolaiv Regional Council, 1st Class (2019).
