The importance of the subject is based on the fact that in difficult economic times the role of the public sector for government as a tool for performing its functions increases. Therefore an adequate definition of parts and volume of public sector is crucial for identifying the existing potential of the government. The object of an article is an analysis of approaches to the interpretation of the term «public sector» based on the foreign experience, and also development proposals on evaluation it's structure in the economy of Ukraine. The article deals with the transformation of the concept «public sector» in the legislative field of Ukraine in the days of independence and linked methodological issues of accounting it's constituent elements in economy as well as in the System of National Accounts according to Classifier of Economic Institutional Sectors (CEIS). The scientific novelty of the research is that the author considers important to reestablish the tracking of public sector activity indexes, make corresponding steps for coordinating settlements on public sector in country's economy and in the gross domestic product on the basis of foreign experience. Furthermore, the article recommends the extension of existing concept of «economic entities in public sector» due to classifying them as governmental institutions which perform economical activity. It is also expedient to put into economical management practice the concept of «communal sector» which would involve both public and residential sectors and also perform a flexible grouping of their objects in accordance with a purpose of the study, object of comparison and a methodology of accounting the defined indexes. The improvement of information and analytical support within the framework specified in law (taking into account economic security issues), information about economic public sector entities will contribute to both increasing their management effectiveness, strengthening public control over the processes that are taking place in economy and in attracting private investors that is essential now for overcoming the crisis in the economy. This determines the perspectives of further researches.
