Publication Ethics

The editorial board of the journal “Scientific Bulletin of Mukachevo State University. Series “Economics” adheres in its activities to internationally recognised principles of publication ethics. These principles include academic integrity, objectivity of editorial decisions, confidentiality of the editorial process, proper oversight of published materials, prevention of conflicts of interest and transparent responses to ethical violations.

The editorial office is guided by the recommendations of the Committee on Publication Ethics (COPE), as well as by the provisions of the Publishing Ethics Resource Kit prepared by Elsevier.

The editorial board of the journal follows the following principles of publication ethics:

  • ensuring scientific rigour, objectivity, professionalism and support for high-quality innovative research;
  • correct and impartial treatment of all participants in the editorial and publishing process;
  • application of double-blind peer review and involvement of competent independent experts;
  • provision of advisory support to authors regarding compliance with the journal’s requirements, the requirements of international databases, academic writing standards and the proper preparation of scientific materials.

 

Data Sharing Policy

The journal supports the principles of openness, transparency and verifiability of scientific research, while also taking into account authors’ rights, confidentiality requirements and ethical restrictions on the use of research data.

The data on which the results of published articles are based may be provided to interested parties only through an official request to the editorial office of the journal. Such data may be transferred only with the consent of the author or the author group of the relevant study.

A person wishing to obtain access to the data must contact the editorial office of the journal via the official email address and state the purpose for which the materials are intended to be used. The editorial office forwards the request to the authors for consideration. If the authors give their consent, the applicant is informed of the further procedure for accessing the data, including the possible conclusion of a confidentiality agreement and the need to comply with ethical requirements regarding the use of the information obtained.

The editorial office does not oblige authors to provide access to research data. When such requests are considered, possible restrictions related to confidentiality, personal data protection, legal requirements, ethical standards or the conditions under which the research was conducted are taken into account. If the authors refuse, the editorial office informs the applicant accordingly.

All requests for access to data must be sent exclusively to the official email address of the journal. This approach ensures a controlled and fair procedure for considering requests, protects authors’ rights and promotes the responsible use of scientific data.

 

Decision-Making on Publication

The decision on whether submitted manuscripts may be published is made by the editor on the basis of the journal’s editorial policy, the academic value of the research, the material’s compliance with the journal’s scope and the reviewers’ conclusions. When making decisions, the editor also takes into account the requirements concerning the prevention of defamation, copyright infringement, plagiarism, self-plagiarism and other forms of academic misconduct.

The editor may not use unpublished materials, ideas, data or conclusions obtained from a submitted manuscript in their own research without the author’s written consent.

If ethical complaints, comments or reports are received concerning a submitted manuscript or an already published article, the editor and the editorial board must ensure their proper, impartial and timely consideration.

The intellectual content of manuscripts is assessed regardless of the authors’ race, sex, sexual orientation, religious beliefs, ethnic origin, citizenship, political views, place of work or social status.

 

Confidentiality

The editor, members of the editorial board, reviewers and other persons involved in the editorial process must maintain the confidentiality of information concerning submitted manuscripts. Disclosure of information about authors, manuscript content, review results, editorial decisions or other materials related to the consideration of articles is not permitted.

Each manuscript received for editorial consideration or peer review is regarded as a confidential document. Information about it may be made available only to the authors, reviewers, responsible members of the editorial board, scientific advisers and the publisher, and only to the extent necessary for organising the editorial process.

 

Resolution of Conflicts of Interest

Unpublished materials, data, ideas or conclusions contained in manuscripts may not be used by the editor, reviewers, members of the editorial board, scientific advisers or other persons without the authors’ prior written consent.

Editors, reviewers and scientific advisers must recuse themselves from considering a manuscript if there is a real or potential conflict of interest. Such a conflict may arise from competitive, professional, academic, financial, administrative, family or other connections with the authors, institutions, companies or organisations related to the submitted material.

Particular attention is paid to preventing conflicts of interest on the part of the Editor-in-Chief. The Editor-in-Chief does not participate in the initial consideration, appointment of reviewers, discussion of reviews or final decision-making concerning manuscripts authored or co-authored by the Editor-in-Chief, members of the Editor-in-Chief’s family, close colleagues, employees of the Editor-in-Chief’s department, research group or institution, or persons with whom the Editor-in-Chief has joint research, professional, financial or other interests.

In such cases, the Editor-in-Chief is fully excluded from the editorial process concerning the relevant manuscript. The organisation of peer review, communication with reviewers and authors, and the final decision are carried out by the Deputy Editor-in-Chief or another authorised member of the editorial board who has no conflict of interest.

The editorial board undertakes to take appropriate measures in the event of conflict situations, claims, complaints or well-founded concerns regarding the integrity of submitted or published materials.

The journal may consider submissions from readers, reviewers, authors or other persons concerning possible violations related to research, publication, authorship, conflicts of interest or the use of data. Where necessary, the editorial office reserves the right to inform readers of the results of consideration of such situations in accordance with the journal’s ethical policy.

 

Policy on Post-Publication Discussions

The journal supports open, professional and constructive scientific dialogue concerning published materials. The editorial office encourages readers, authors and researchers to participate in professional discussion of articles, including on the PubPeer platform, which is intended for post-publication comments.

All articles published in the journal receive a DOI, which facilitates their discovery, citation and discussion in the open scientific environment. Post-publication discussions must be respectful, evidence-based, focused on the content of the research and consistent with the principles of academic ethics.

Substantiated comments or concerns raised in relation to a published article are considered by the editorial office in accordance with the journal’s ethical policy and the procedures for correcting, retracting or updating published materials.

The journal seeks to support a culture of open, honest and mutually respectful scientific discussion after publication.

 

Ethics of Research Involving Human Participants

All research involving human subjects must be approved by the relevant ethics committees associated with the institution(s) in which it is conducted. A manuscript presenting the results of surveys or interviews should contain confirmation that the authors have ensured the voluntary participation of respondents, obtained their written informed consent (including consent to the publication of the results), and guaranteed confidentiality, anonymity and the prevention of any form of discrimination or pressure. The ethics of the research should be duly justified and, if possible, supported by references to international professional standards and codes, including: American Sociological Association’s Code of Ethics (1997), ICC/ESOMAR International Code on Market, Opinion and Social Research and Data Analytics (2025), Guidance Note of the European Commission On Ethics and Data Protection (2021).

When reporting on research involving human subjects, authors should state that the research was conducted in accordance with the following standards. An approval from the local institutional review board (IRB) or other appropriate ethics committee must be obtained before undertaking the research to confirm the study meets national and international guidelines. All participants must be fully informed if the anonymity is assured, why the research is being conducted, how their data will be used and if there are any risks associated. Ethical approval from an appropriate ethics committee must be obtained prior to conducting the study. If ethical approval is not required, authors must either provide an exemption from the ethics committee or are encouraged to cite the local or national legislation that indicates ethics approval is not required for this type of study.

 

Responsibilities of the editorial board

The editorial board must:

  • maintain a correct, respectful and impartial attitude towards authors and the subject matter of their research;
  • ensure the confidentiality of the editorial process and prevent dishonest actions during manuscript handling;
  • not make changes to the author’s text without the authors’ consent and agree with them the final version of the material after editorial processing;
  • not allow for publication materials that have no scientific value, do not correspond to the journal’s scope, contradict its editorial policy or contain signs of plagiarism, self-plagiarism or duplicate publication;
  • ensure the involvement of competent, independent and impartial reviewers;
  • follow the double-blind peer review procedure;
  • prevent conflicts of interest at all stages of the editorial process.

 

Responsibilities of Reviewers

Reviewers must:

  • objectively and impartially evaluate all manuscripts submitted for review, regardless of the author’s race, religion, nationality, citizenship, sex, status, place of work or other personal characteristics;
  • comply with the review deadlines established by the editorial office;
  • treat the received manuscript as a confidential document and not transfer it to third parties;
  • ensure the confidentiality of the review prepared;
  • not use unpublished materials, data or ideas from the manuscript for their own benefit;
  • provide a reasoned, respectful, substantive and professional assessment of the research results.

A reviewer must immediately inform the editorial board of the existence or possibility of a conflict of interest, in particular if, during the review process, the reviewer has identified the author or has professional, academic, financial or personal connections with the author.

If the topic of the manuscript lies outside the reviewer’s area of competence, the reviewer must inform the editorial office and decline to carry out the expert evaluation.

Reviewers must also inform the editorial board of any suspicions of plagiarism, data falsification, fabrication of results, improper citation, copyright infringement or other forms of academic misconduct.

 

Responsibilities of Article Authors

Authors must ensure the novelty, reliability, originality and scientific validity of the research results. All materials, ideas, data, statements and conclusions of other authors that have been used must be properly cited with accurate indication of the original sources.

Authors must not allow plagiarism, excessive borrowing, self-plagiarism, duplicate publication, falsification or fabrication of research results.

Submission of a manuscript to the journal means that the article is original, has not previously been published and is not simultaneously under consideration by another publication.

By submitting materials to the journal “Scientific Bulletin of Mukachevo State University. Series “Economics”, the authors agree that, if the article is accepted for publication, it may be placed in electronic databases, repositories and other information resources, with mandatory indication of authorship and with copyright retained by the authors.

All sources of external information, including the authors’ own previously published works if they were used in preparing the article, must be fully and correctly indicated in the manuscript. Borrowed fragments, ideas, data or conclusions must be presented as quotations or references in accordance with the journal’s requirements.

Authors undertake to submit the manuscript for consideration only to the journal “Scientific Bulletin of Mukachevo State University. Series “Economics”. Simultaneous submission of the same material to several publications is considered a violation of publication ethics and constitutes grounds for withdrawing the article from consideration.

If, after submission or publication of the article, an author discovers significant errors, inaccuracies or unreliable data, the author must immediately inform the editorial office and cooperate with it to correct, update or, where necessary, retract the material as soon as possible.

If the editorial office receives information from a third party about significant errors or violations in a publication, the author must provide an explanation, correct the errors or agree further actions with the editorial office within the shortest possible time.

 

Authorship Statement

The editorial board of the journal proceeds on the assumption that all persons listed as authors of the article have read its content, approved the final version of the manuscript, consented to its submission and publication, and obtained the necessary permissions from the responsible persons of the institution or organisation where the research was carried out.

All authors whose names are included in the submission confirm that they:

  • made a substantial contribution to the development of the research concept or design, or to the collection, analysis or interpretation of data;
  • participated in the preparation of the manuscript or critically revised it for important intellectual content;
  • approved the final version of the article for publication;
  • agree to be responsible for all aspects of the work and guarantee that issues related to the accuracy, reliability or integrity of any part of the research will be properly considered and resolved.

The editorial board encourages honest scientific cooperation with researchers and specialists at the locations where research is conducted. Such persons must be included as co-authors if they meet the authorship criteria. Persons who contributed to the research but do not meet all authorship criteria must be acknowledged in the “Acknowledgements” section.

 

Submission Declaration

The authors confirm that the submitted work has not previously been published, is not under consideration by another publication, has been approved by all authors and, where necessary, by the responsible bodies of the institution in which the research was carried out.

If the article is accepted for publication, the authors undertake not to publish it in the same form in another publication, in another language or in electronic form without the appropriate permission of the copyright holder and without compliance with the terms of the journal’s publication policy.

 

Advertising Policy

The journal does not place or accept advertising in any form. The journal’s financial model is aimed at ensuring editorial independence, impartiality of editorial decisions and adherence to high standards of academic integrity.

 

Research Funding Policy

The journal “Scientific Bulletin of Mukachevo State University. Series “Economics” supports the principle of transparency regarding the sources of financial support for research. Authors must declare all sources of funding related to the preparation of the submitted article.

Such sources may include:

  • grants from scientific institutions, foundations or programmes;
  • funds provided by governmental or non-governmental organisations;
  • commercial, private or charitable support;
  • internal funding from universities, scientific institutions, organisations or other institutions.

If the research received no financial support, the relevant section of the article must state: “No funding”.
