Transcarpathian Region as a Part of Carpathian Euro Region: Challenges and Opportunities

Abstract

In the article the author explores issues of strategic planning in border regions. The overall logical sequence on developing the economic and social strategies on the example of the Carpathian Euro region Strategy 2020 has been processed. The author of the article raises the question concerning the concept of border regional policy in Ukraine, analyzes the methodological approaches to the implementation of the regional policy in border regions of Ukraine. The novelty of the paper is in the following: the author has made a comparative analysis of social and economic development of border regions of Ukraine with border regions of Hungary, Slovakia, Romania and Poland within Carpathian Euro region Strategy 2020 which shows that border regions have many common problems: social and economic backwardness, high level of unemployment, the outflow of educated youth to the attractive centers outside the region, the growth of interregional disparities, forming new challenges addressing the global issues such as migration, geopolitical changes, etc. But at the same time the border areas are opened for new opportunities related to the European integration processes in Ukraine, which is the basis for the developing new strategic approach to border regions. Cooperation with the border region offers great potential, which can be used for the benefit of all border regions. There is a strong tradition of crossborder cooperation (both bilateral and multilateral) at regional and local levels and between various institutions. You can also rely on cultural diversity and inter-ethnic relations. Carpathian Euro region is a 16,000,000th market for small and medium businesses. There is also a set of diverse tourist attractions, which is a good basis for the development of interregional tourism and attraction of tourists from other countries. In addition, it is possible to get additional funds for crossborder and transnational cooperation to the European institutions and investment funds. The result of the research is the general methodology of forming the strategic model of border region on the example of Transcarpathian region, which is of great practical importance in the context of an effective regional policy and the process of reforming the economy in Ukraine. Prospects for further research are to develop an effective regional policy by creating an effective model of border regions according to modern challenges and development prospects.
