Current Factors of Impact on Employment of the Economically Active Population in the Labour Surplus Regions of Ukraine

Abstract

Despite the negative effects of the demographic crisis (depopulation, reducing the proportion of young people entering the labor market and the aging of the working population), the Ukrainian sphere of employment is characterized by the spread of discriminatory restrictions on the economically active population aged 45-59. Considering the above, the need for updated research on factors that generate oppression of population in that age group in the labor surplus Ukraine's regional labor markets (for example, Rivne region) is urgent. The aim of the article is to identify the factors of influence on the contemporary employment of the economically active population in the labor-surplus regions of Ukraine, their systematization and generalization. The provisions of the economic theory, the dialectical method of cognition, scientific papers on the problems of the labor market in the context of demographic changes affecting the age structure of the working population, the results of the expert survey of two focus groups of respondents (registered in the basic employment centers for unemployed and employers), conducted in February 2015 in the Rivne region are theoretical and methodological basis of the article. Scientific novelty of the article is to identify, systematize and synthesis of modern factors affecting the employment of the economically active population aged 45-59 in the context of the spread of age limits in employment in labor-surplus regions. Using research results in practice makes it possible to obtain an adequate picture of the realities on the scope and specificity of the spread of age discriminatory restrictions on the labor market in labor-surplus regions of Ukraine and to develop and implement organizational and economic mechanism of optimization of the employment of the economically active population aged over 45. Current impacts on employment at the age of 45 in labor-surplus regions (individual (gender, age, education, professional experience, etc.) and external) have been disclosed in details and summarized. The specifics of their interaction and influence on the formation of an environment for the spread of age limits in the regional labor market have been covered. Further development of this theme can provide a basis for changes in government policy in relation to preventing and combating age discrimination in the Ukrainian labor market and optimization of employment of the economically active population aged over 45 in labor-surplus regions of Ukraine.
