The problem of decentralization of power in Ukraine is extremely relevant in the scientific environment. At the same time, issues of realization of ideas of power decentralization and change of local executive authorities power  remain unexamined. The purpose of the article is to study the ideas of decentralization in the process of administrative reform in Cherkasy region and to change the powers of local executive power bodies. Methods of statistical analysis have been used to determine the dynamics of financial and economic indicators of the development of communities that united; theoretical generalization - for the formulation of author's provisions on strategic planning of the development of united territorial communities; systematization - to substantiate the development directions for the period 2019-2020. The article analyzes the dynamics of the formation of territorial communities, development of legislative, normative and institutional support for the implementation of the reform of the territorial organization of power on the basis of decentralization. It has been established which  number of legislative and normative aspects should be taken into account to resolve the problematic issues of the formation and development of capable territorial communities. At the same time, a number of problem issues have been identified which need to be resolved for the successful continuation of the reform. The focus is on implementing the concept of local self-government reform and territorial organization of power in the region. The focus is on the issues that need to be taken into account when organizing the activities of the first bodies of the newly elected authorities in the united territorial community. The main directions and measures aimed at improving the legislative provision of the formation of the capable territorial communities of Cherkassy region have been determined. It has been substantiated that the result of the reform of the decentralization of power in Ukraine should be the formation of a new democratic model that will enable the community to gain a significant amount of authority and control over power matters. Further research will be aimed at forming recommendations applied in relation to the development of the united territorial communities of Cherkassy region.
