Анотація
У статті представлено узагальнюючий аналіз цільових регіональних програм Одеської області у контексті ідентифікації безпосередніх учасників їх реалізації, проаналізовано дані щодо можливої інтеграції результатів науково-дослідних робіт, які виконуються науковими установами і закладами вищої освіти (ЗВО) до регіональних цільових та комплексних програм області. Базою дослідження стали такі інформаційні ресурси, як нормативно-правові акти України, аналітичні матеріали Державної служби статистики України, Стратегічні та програмні документи Одеської обласної ради, аналітична інформація щодо наукової діяльності наукових установ і ЗВО Одеської області. Післявоєнне відродження у країні, на думку автора, неможливе без науково-технічного та інноваційного розвитку, яке виявляє себе у практичному застосуванні наукових розробок, а тому актуальним є дослідження перспектив участі наукових установ і ЗВО в регіональних програмах розвитку Одеської області в умовах економічного відновлення. Встановлено, що сума та питома вага фінансувань заходів програм, які реалізуються за участю наукових установ і закладів вищої освіти Одеської області – незначні у загальному обсязі фінансування окремих програм. Показано, що залучення наукових установ Національної академії наук України (НАН України) та ЗВО Одеської області, до реалізації заходів програм регіональних цільових та комплексних програм, дозволить оптимізувати витрати на проведення науково-дослідних робіт, та уникнути подвійного їх фінансування, оскільки більшість робіт здійснюються за рахунок державного фінансування. Участь наукових установ у процесі розробки, обґрунтування та реалізації регіональних цільових програм забезпечить їх обґрунтованість, дозволить здійснити детальне планування, що, в свою чергу, забезпечить ефективне впровадження з досягненням поставлених завдань та цілей, що вплине на розвиток ринкової, (у тому числі інноваційної інфраструктури), інтеграції науки, освіти, середнього та малого бізнесу та органів державної влади
